Guido M. Pichini
Mr. Pichini is a former Police Sergeant, and County Detective for the Berks County District Attorney’s Office. He has taught and guest lectured at various colleges and universities. He graduated from Kutztown University with a BS in Education/Political Science, and completed graduate studies at Kutztown University in Public Administration. He also graduated from Wilson College with a certification in the minor judiciary. Mr. Pichini was Mayor of the Borough of Wyomissing Hills for twenty four years. Guido is a member of the American Society for Industrial Security, and of the American College of Forensic Examiners International. He is ACFEI Certified in Homeland Security Level III. Mr. Pichini served for over twenty years as a member of the President’s Council at Alvernia University. He was also appointed to the Governor’s Task Force on Campus Safety and Security. Mr. Pichini presently serves as Chairman of the Board of Trustees of the Reading Area Community College and is a member of the Board of Directors of the PA Commission for Community Colleges. Mr. Pichini has served nearly twenty years on the Council of Trustees of Kutztown University, serving two terms as Chairman. He served as a member of the Board of Directors of the Kutztown University Foundation, and as President of the Pennsylvania Association of Trustees. Mr. Pichini is a Governor of the PA State System of higher Education, having served five terms as Chairman of the Board. Guido served as a member of the executive committee and co-chair of the education committee of the PA Workforce Investment Board. He also served as a commissioner on the PA Post-Secondary Education Commission.
William F. Mioskie
Vice President Security Services Division
Mr. Mioskie is a retired Chief of Police from Kutztown University, serving 32 years with the Police Department. Additionally, he has 21 years of security consulting experience in the private corporation sector as well as in the higher education environment. He graduated from King’s College with a BA in Criminal Justice and received a paralegal certificate from Penn State. He is a graduate of Kings’ College with a BA in Criminal Justice and is a certified paralegal. Mr. Mioskie has an extensive background in risk assessment, vulnerability identification, investigations, and dignitary protection. He has served as a trainer for the Pennsylvania Human Relations Commission and is an established crime prevention practitioner and an instructor in self-defence, CPR, First Aid, and AED. He is also a member of the American Society for Industrial Security. He has completed numerous advanced training sessions in the law enforcement field and was appointed to the Pennsylvania State System of Higher Education Governor’s Task Force on Campus Safety and Security.
Mark A. Cianciosi
Mr. Cianciosi has an extensive background in Accounting/Information Systems. Mark served as Director of Computer Services and Administration with Concept Management, Inc. He has over 28 years’ experience in accounting, payroll, and management information systems. Mark attended Albright College, Lehigh Data Processing Institute, and is Six Sigma Green Belt Certified.
Carol L. Sigworth
Director of Human Resources
Mrs. Sigworth has an extensive Human Resources background. She served as Campus Business Manager for Country Meadows and as a Practice Manager for Hoffman Medical Associates for several years. Carol graduated from Northampton Community College with an Associate’s Degree in Business and also completed several Nursing courses. She has over 30 years of experience in human resources and the medical field.
Jeffrey S. Parr
Mr. Parr is a retired Captain with the Reading Police Department, having served with the Reading Police Department for 23 years. During his tenure with the RPD, he served as a Patrol Officer, Turnkey Officer, and Certified Bicycle Officer. He also did several temporary transfers, which included the Department’s High Crime Unit, and 6 temporary transfers to the Department’s Operation COBRA. He also served in several managerial and supervisory roles, such as Patrol Sergeant, Desk Sergeant, Vice Sergeant, Criminal Investigations Sergeant, Patrol Lieutenant, Vice Lieutenant, Acting Captain for Criminal Investigations, and Services Division Captain. He attended several law enforcement related training seminars and courses, to include courses related to supervision and management from Penn State, and Van Meter. He also attended tactical courses which were presented by the DEA and FBI. Mr. Parr attended a training course by the National Tactical Officers Association and was certified as an instructor for Police Response to Active Shooters. He and another certified instructor trained several RPD officers on how to respond to active shooters. He also assisted and or participated with local facilities with conducting active shooter drills at their facilities. In addition to this, Mr. Parr was awarded several Department commendations and letters of recognition, to include the Department’s Medal of Valor. He was also awarded the Heroism Award from PA State Fraternal Order of Police. He graduated from The Reading Police Academy in Reading, PA
William D. Wertz
Mr. Wertz has been involved in Sales and Sales Management for over 30 years. He worked for ADT Security Services in Industrial/Commercial sales and also with GAI Tronics Corporation as a Sale Representative and Regional Sales Manager. He also served as an International District Manager covering Europe, South America, and the Middle East. He has a Bachelor’s in Business from Gettysburg College.
Mark B. Allen
Manager of Scheduling
Mr. Allen has held various positions with Security Guards, Inc. since 1979, including road supervisor, scheduling supervisor, and senior supervisor. He graduated from Penn State University with a BS in Political Science. He also graduated from Harrisburg Community College with an Associate’s in Police Administration. Mr. Allen has an extensive background in security, and has provided executive protection and escort services to various corporate and performing arts clients. He is certified under Act 235, Pennsylvania’s Lethal Weapons Training Act. He has an Associate Degree in Police Administration from Harrisburg Area Community College, and a Bachelor of Science Degree in Law and Society from Penn State University.
Barry E. Rohrbach
Director of Public Relations
Barry Rohrbach has been a Berks County businessman for many years. After serving in the United States Air Force, Barry began his career as a police officer in Pottstown. After that, he entered the banking industry at First Federal Saving and Loan Association, rising to the title of vice president. After leaving First Federal, Barry became the president of Penn Savings Bank in Wyomissing and remained with that organization through its significant growth and name changes until it eventually became Sovereign Bank. Mr. Rohrbach was a realtor, partner and vice president of Century 21 Advance Realty and president of ABC Mortgage Company. He also was associated with Atlantic Financial as vice president and marketing manager. In 1998 Barry founded Crime Alert Berks County, a crime tip hotline. He developed a board of directors and manages the organization as executive director. Crime Alert has remained the number one crime tip hotline in Pennsylvania for the last five years.
Juan A. Ayala
Retired Trooper First Class from the Pennsylvania State Police with twenty one years of service. During his tenure he was assigned to the patrol section and was also assigned to supervise and conduct administrative and criminal investigations on licensed agencies for the Department of Transportation. This included covert and administrative investigations on Inspection Stations, Automotive Dealers and Issuing Agents. As a member of the Pennsylvania State Police he was nominated twice for Trooper of the Year by his station commander. As a SGI manager he was previously assigned to manage a security detail for a premier senior citizen residential facility in Berks County. He is a graduate of the Pennsylvania State Police Academy in Hershey, Pa.
Rick M. Periandi
Retired Deputy Commissioner of Operations for the Pennsylvania State Police with 32 years of service. He commanded all law enforcement operational functions of the State Police to include: Bureau of Criminal Investigations, Patrol, Emergency and Special Operations, Liquor Control Enforcement, Executive Services, Office of Domestic Security, and Office of Gaming Enforcement. During his tenure with the State Police he served in the following positions: Director, Bureau of Investigations, Troop Commander, Station Commander, Supervisor/Instructor Physical Training, and a member of the Narcotics Strike Force. He held all ranks in the State Police from Trooper to Lieutenant Colonel. In 2002 he was named Law Enforcement Executive of the Year by the International Association of Law Enforcement Intelligence Analysts. He is a former Vice-Chairperson of the Multi-State Anti-Terrorism Information Exchange and a graduate of Police Executive Management (POLEX). As a consultant under WSK & Associates Consulting Group he managed security services for a major health provider and is presently assigned to consulting duties. He graduated from Albright College with a Bachelor Degree in Economics. Rick is also a graduate of Pennsylvania State Police Academy in Hershey, PA and Duke University where he completed the Terry Sanford Institute of Public Policy, Strategic Leadership Program.
Huascar S. Rivera

Retired Deputy Commissioner of Administration and Professional Responsibility for the Pennsylvania State Police with 25 years of service. During his tenure he established the Commonwealth’s Risk Vulnerability Assessment Team. As a Major he had area command experience as well as serving as the State Police Director of the Bureau of Communications and Information Services. He also had the responsibilities under the Office of Domestic Security for the development of Emergency Response Policies and was the State Police liaison officer to PEMA. An experience administrator in the area of training development and budget analysis. As a consultant under WSK & Associates Consulting Group he is presently assigned to manage security services for a major health provider. He graduated from the Pennsylvania State Police Academy in Hershey, PA. Huascar is also a graduate of the FBI National Academy, 213th Session and received an AAS in Criminal Justice from Reading Area Community College.
Michael J. Wright
Mr. Wright has an extensive security management background with over 18 years of service in providing strategic direction and tactical management in all phases of a security organization. He is experienced in the areas of: designing and managing facility security systems, conducting corporate investigations, workplace violence training, project management, and crisis intervention. As a consultant under WSK & Associates Consulting Group he is presently assigned to provide management services for a major health provider. He graduated from Bowling Green State University, Ohio with a Bachelor of Arts degree in Communications.
Mr. White is a retired Police Inspector from The Port Authority of New York and New Jersey Police Department with 30 years of experience. Mr. White has lead security for dignitaries/events for various Presidents, highly ranked political figures, State Department VIPs and including Pope John Paul II. He also designed, planned, and implemented security plans for the 2004 Republican National Convention. He organized the 2nd/3rd year memorial anniversary for 9/11. He has multiple accomplishments including: Aircraft Rescue Fire Fighter Sergeant; the first Port Authority Police Bicycle officer in history; Recipient, Police Commendations including; The Meritorious Police Duty Medal; awarded the World Trade Center memorial citation for Commendable Service performed during the events of September 11, 2001; Recipient of the Certificate of Excellence by the Tunnels, Bridges, Terminals and AMP; Engineering Departments for outstanding contributions for the successful planning/delivery of the Capital Operating Programs. Awarded two certificates from Texas A&M in cooperation with Homeland Security and recognized by the US Secret Service for his outstanding assistance/support on behalf of the investigative and protective responsibilities for the US Secret Service Department. Mr. White graduated from Grantham University, Kansas City, Missouri In November, 2011. He attended a manager development program in leadership, diversity, performance management, developing people regarding threat and risk assessment at Texas A&M, Department of Homeland Security.
Robert D. Burket
Mr. Burket consults, designs, and engineers, integrated security systems. His primary areas of expertise involve access control, CCTV, mass notification, fiber optic communication, and networking. He has designed integrated systems for major corporations throughout his career. His educational experience includes: undergraduate work at Albright College, Master degrees UTS, Princeton University and a Doctorate degree from Princeton University. As a consultant under WSK & Associates Consulting Group he is a consultant and system engineer. He served as a consultant for major industries including: Ford Electronics, QVC, The Federal Protection Services Region III, SEI, General Instruments (now Motorola) and Whitehall Robbins Pharmaceuticals (a division of Wyeth Labs).
